The Unit endeavours to facilitate upgraded information and its effective execution in the field of Local Self Government for Rural and Urban Local Bodies (RLBs & ULBs) sponsored by Ministry of Panchayati Raj, Government of India and State Government .The unit has also entrusted with the task of documentation, research studies, exposure visits within & outside the State related to PRI Functionaries & Elected Representatives.

Key Programmes of SDU – I: Decentralized Planning, Monitoring & Evaluation
1. Training Programme on Role & Responsibilities of Functional Committee Members was conducted in 19 batches from December, 2022 to February, 2023. The training sessions were attended by 739 participants. The aim of the training programme was to sensitize the participants on the functions, role and responsibilities as members of Village Development Committee (VDC) and Preparation of Thematic GPDP for LSDGs at Village Panchayats.
2. Induction Training Programme for Panchayati Raj Institutions (Newly Elected Representatives) of Village Panchayats of all blocks was conducted in 24 batches from September, 2022 to February, 2023 respectively. The training programmes were attended by 1262 participants.The aim of the training sessions was to enable participants to sensitize on the important provisions of the Constitution (73rd Amendment) ACT, 1992, Organizational Structure of Panchayats, The Goa Panchayati Raj Act, 1994, familiar with role & functions of various Committees at village panchayat level, explain Central Finance Commission Grants,Thematic Gram Panchayat Development Plan (GPDP) process, importance of Localization of Sustainable Development Goals (LSDGs) & role of panchayats, state the Centrally & State sponsored Schemes, familiarize with the conceptual inputs related to Illegal Constructions & Panchayat Funds& to state the procedures applicable in tendering process.
3. Hands on Training Programme on Public Financial Management System (PFMS) & e-Gram Swaraj Applicationwas organized in 10 batches for V.P. Secretaries and V.P. Clerks of all Blocks Panchayats from December, 2022 to February, 2023. Total 343participants attended the above cited training programme. The aim of the training sessions was to enable participants to provide hands on training on PFMS & e-Gram Swaraj application.
4. Training Programme on PRI-SHG Convergence for SHG Members was organized in 12 batches from July to August, 2022 .The training sessions were attended by 508 participants. The aim of the training programme was to sensitize the SHGs on Conceptual inputs on Panchayati Raj Institutions, importance of involving SHGs & their Federation in GPDP process at village level, imparting information on Gram Sabha, Swachh Bharat Mission, Sustainable Development Goals, etc.
5. Workshop – cum – Refresher Training Programme was organized for Zilla Panchayat Members of North Goa & South Goa Districts on 19th July, 2022 at GIPARD, Ella Farm, Old Goa, Goa. Total 35 participants attended the above cited training programme. The aim of the training sessions was to enable participants to state the role of District Planning Committees in Rural Development, functioning of Zilla Panchayat and the overall socio-economic development of the state, sensitize on functioning of eGram Swaraj Portal for effective utilization of 15th Finance Commission Funds through implementation of Zilla Panchayat Development Plan (ZPDP) works / projects at District level and explain operational guidelines of Swachch Bharat Mission –Grameen Phase II.
6. Launch of the Induction Training Programme for the Newly Elected Representatives of Village Panchayats for North Goa District was organized at Village Panchayat Community Hall Taleigao Goa on 12th September, 2022 and Ravindra Bhavan, Margao Goa on 15th September, 2022 for South Goa District respectively. The training programmes were attended by 417 participants. The Programme was inaugurated at the hands of Dr. Pramod Sawant, Hon’ble Chief Minister in the distinguished presence of Shri. Mauvin Godinho, Hon’ble Minister for Panchayats.
7. Induction Training Programme for Newly Recruited Village Panchayat Secretaries and Gram Sevaks was organized from 14th to 30th September, 2022 at GIPARD, Ella Farm, Old Goa. Total 47 participants attended the above cited training programme. The aim of the training sessions was to acquaint the trainees on developing generic and domain specific areas to discharge their duties efficiently and effectively. The course is designed to comprehend the trainees on organizational structure, Acts, Rules & Regulations, Administrative matters, etc which are governing the Government Departments and their functioning.
8. Refresher Training for Councillors of various Municipal Councils and Corporation of the City of Panaji (CCP) was organized in 04 batches from July to August, 2022. Total 96 participants attended the above cited training programme. The aim of the training sessions was to enable participants to state the Constitutional framework and provisions of the Municipal Solid Waste Management Rules, 2016, Swachch Bharat Campaign and ODF in ULBs, also to state the role of District Planning Committees (DPCs) in Urban Development, Devolution of Funds and Revenue Generation by ULBs and Status of implementation of the different Centrally / State Sponsored Schemes.

About SDU II
Rural development generally denotes economic development and community development actions and initiatives taken to improve the standard of living in rural area with regards to Village Panchayats. This Unit focuses on the qualitative development in the ongoing rural development schemes and sensitize the officials and non-officials to be proactive through Capacity Building and Training for effective implementation of schemes.

Key Programmes SDU-II Rural Development
1. “Training cum Workshop on Forest Rights Act, 2006” was held on 19th September, 2022 at The Fern Kadamba Hotel & Spa, Kadamba Plateau -Old Goa, for District Level Committee & Sub District Level Committee. The aim of the programme was to enable participants understands the process of implementation of Forest Right Act, 2006 and the role of various stakeholders. Total 39 participants attended the training programme.
2. “Training Programme on Convergence” was held 15th to 17th September, 2022 for MGNREGA staff at GIPARD Hall, Ella Farm Old Goa. The aim of the programme is to enable participants to concept on Convergence. Total 22 participants attended the training programme.
3. “Promoting of Integrated Framing for Sustainable Livelihood” was held from 15th to 19th November, 2022 at Collectorate South, Margao for Block Resource Persons & Community Resource Persons of South Goa District. The aim of the programme is to enable BRPs & CRPs to assist SHG members to start livelihoods activities at individual or group level related to farm activities. Total 29 participants attended the training programme.
4. “ToT Programme on Scheduled Tribes & Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006” was held on 29th November, 2022 at GIPARD Hall. Ella Farm, Old Goa for Identified Resource Persons. The aim of the programme was to understand the process of implementation of Forest Rights Act, 2006 and the role of Various Stakeholders.Total 14 participants attended the training programme.
5. “ToT Programme on Basic Training under NRLM” was held from 18th to 22nd October, 2022 at Collectorate South, Margao, for Village Organisation EC Members. The aim of the programme was to enable participants to understand concept & importance of Panchsutra and to explain & write the books & registers related to SHGs. Different type of training methods was used during this training such as lecture method, group exercises, group discussion, role play, etc. Total 35 participants attended the training programme.
6. “ToT Programme on Book Keeping for Resource Persons” was held from 12th to 16th December, 2022 at Collectorate South, Margao for Resource Persons of South Goa District. The aim of the programme is to enable participants to understand concept on Streeshakti (NRLM) & Role of book keepers and also to write and explain books & registers related to SHGs. Total 19 participants attended the training programme.
7. “Promoting of Integrated Framing for Sustainable Livelihood” was held from 7th to 11th February, 2023 at Collectorate South, Margao for Active VO-EC Members of South Goa District. The aim of the programme is to enable VO-EC Members to assist SHG members to start livelihoods activities at individual or group level related to farm activities. Total 37 participants attended the training programme.
8. “Immersion Study under NRLM” was organised into three batchesfrom 10th to 14th October, 2022 & 14th to 18th March, 2023 in Dharbandora Block for Community Resource Persons under NRLM. Participants were placed in Village panchayats for hands on practical exposure of interaction & formation of SHGs. Total 50participants attended the training programme.

About SDU III
The prime aim of this Unit is to create awareness and sensitivity towards women’s issues in every field. Both male and female participants are invited to attend the programmes. A holistic approach to gender studies is envisaged. It encourages women’s development and empowerment for a healthy family and a healthy and safe society.

Besides programmes on issues on areas related to Women and Empowerment, SDU 3 conducts programmes on Health issues, Social issues, Key legislations, Life Skills for Adolescents, Issues relating to family Welfare, Substance Abuse and its impact on Society, Soft Skills (- Communication Skills, Conflict Management, Team Building, Leadership Development, etc) and also programmes on Issues relating to the Environment, Sustainable Development Goals and Disaster Management.

Key programmes conducted by SDU III : Women’s Development
1. Women’s Health and Menstrual Hygiene – A five days MoRD, sponsored Training Programme on Women’s Health and Menstrual Hygiene was held in two batches from 11th to 15th October, 2022 and 17th to 21st January,2023 respectively at GIPARD, Ella Farm, Old Goa. The aim of the programme was to inform and empower women to take responsibility of their health. The programme was interactive and included, classroom sessions as well as Field Visits which made the training more fruitful and knowledge enhancing. The programme was well appreciated by all the participants and included Associate Professors and Assistant Professors from various Colleges and Officials from different Government Departments. Total 61 participants attended the programmes.
2. Impact of Climate Change on Natural Resources – A five days MoRD, sponsored Training Programme on Impact of Climate Change on Natural Resources was held in two batches from 18th to 22nd July, 2022 at GIPARD, Ella Farm, Old Goa and from 12th to 16th December at the Mathany Saldanha Administrative Complex in South Goa, respectively. The aim of the programme was to enhance the knowledge of the participants on SDG Goal Number -13 viz Action to combat Climate Change and discuss various ways on handling Environmental issues.The programme was attended by 45participants including Associate Professors and Assistant Professors from various Colleges, Officials from Department of Tourism and Department of Environment and Climate Change. The programme was interactive and included, classroom sessions as well as two Field Visits which made the training more exciting and a memorable experience for the participants.
3. Shelter Level Training under Component ‘C’ of NCRMP –II – A total of14 batches of the three days Shelter Level Training under Component ‘C’ of NCRMP –II for CSMMC members, Disaster Management Team and Community Volunteers)were held during the financial year 2022-23. The overall objective of the World Bank sponsored NCRMP-II Project was to undertake suitable structural and non-structural measures to mitigate the effects of cyclones in the coastal states and UTs of India. The aim of the programme was to inform the team members and volunteers on their role and responsibilities and included mostly practical sessions on Disaster Management. Total 381 participants attended the training programmes.
4. Breast Cancer Screening Camp – GIPARD in collaboration with PHC Corlim (DHS) under the SwasthMahilaSwasth Goa Initiative conducted a Breast Cancer Screening Camp on 8th November, 2022 at GIPARD. The camp was attended by 23 women.
5. Managing Stress at Work and Home – A three days DoPT, (New Delhi), sponsored Training Programme on Managing Stress at Work and Home was held in 2 batches from 28th to 30th September, 2022and 7th to 9th February,2023 at GIPARD, Ella Farm, Old Goa. The aim of the programme was to define stress, list out the sources of stress and get tips to survive in a stressful environment at work and home. The programmeswas attended by 80 participants (Officers and Officials from different Government Offices, Assistant Professors from Colleges, Assistant Matrons and NGO Members).
6. Incident Response System (IRS): Basic and Intermediate – A three days NIDM (Delhi), sponsored Training Programme on “Incident Response System (IRS): Basic and Intermediate” was held from 29th November, 2022 to 1st December, 2022. A total of 40 participants attended the programme, which consisted of Doctors from GMC, Dyp Collectors, Mamlatdars, JT. Mamlatdars, Officials from Directorate of Fire & Emergency services, etc. The participants interacted well during the sessions. The objective of training on IRS is to pre-designate Officers to perform various duties during a disaster, as well as train them in their respective roles.
7. School Safety Plan and Auditing – A three days NIDM (Delhi), sponsored Training of Trainers Programme on School Safety Plan and Auditingwas held from 7th to 9th February, 2023 at GIPARD, Ella Farm, Old Goa. The programme aimed to sensitize the participants on the various issues like formulation of school disaster management plan, promote and institutionalize issues concerning school safety / disaster risk reduction and management. The programme wasattended by 38 participants including Principals / Headmasters from various Schools and Higher Secondary Schools from Goa, Officials from Revenue Department, Goa and Members of State Commission for Children.
8. An Awareness programme on SDG- 3 Health – Life Style Diseases was held on 9th February, 2023 at GIPARD, Ella Farm, Old Goa.The programme was attended by 47 participants (Doctors, Officers and Officials from different Government Offices, Assistant Professors from Colleges and NIDM Faculty).The programme was well appreciated by all the participants and they felt grateful to GIPARD for organizing a programme that has benefitted them personally.

About SDU IV
SDU IV caters to the training needs of State Government Officers / Officials, Academic Institutions and NGOs. This SDU emphasises on training, research and information dissemination in streams related to the ethos of Public Administration and Management. Departmental trainings are conducted for New Recruits and Inservice Junior Scale Officers of Goa Civil Service and Goa Police Service, Mamlatdars etc. Besides, regular Departmental Examinations are held for Officers/ Officials of Goa Civil Service and Revenue Department.

Key Programmes SDU-IVPublic Administration
1. In-Service Training Programme for Group A & Group B Officers of the Directorate of Planning, Statistics & Evaluation (DPSE), Govt. of Goa – 10 days In-Service Training Programme for Group A & Group B Officers of the Directorate of Planning, Statistics & Evaluation (DPSE), Govt. of Goa was held from 10th to 20th January, 2023 at GIPARD. 09 Officers which included Deputy Director, Statistical Officers & Research Assistants from DPSE attended the said training. The objective of this training programme was to enhance knowledge and skills of the trainees so as to enable them to function more efficiently as Officers of DPSE, Govt. of Goa.
2. Orientation for Public Relation Officers under the Directorate of Health – One day Orientation Programme for 06 Public Relation Officers (PROs) under the Directorate of Health Services, Govt. of Goa, was conducted by GIPARD on 20th January, 2023. This programme aimed at enhancing workplace attitude , recognise components of a healthy lifestyle particularly at workplace and obtain proficiency in skills used in Public Relations.
3. DoPT, GoI sponsored Training Programme on Noting, Drafting and Service Rules – A 03 days DoPT, GoI sponsored Training Programme on Noting, Drafting and Service Rules was held from 16th to 18th January, 2023 at GIPARD. 35 participants which included Group ‘B’ & ‘C’ Officers/ Officials from 10 Government Departments / Institutions benefited from this training programme. The objective of this training programme was to enhance the subject knowledge and skills concerning Office Management and Administration including Records Management.
4. Peripatetic Training Programme on Training of Trainers – Peripatetic Training Programme on Training of Trainers was held from 10th to 12th January, 2023 (for duration of 03days) at GIPARD. A total of 17 Resource Persons of GIPARD attended the said training. The objective of this training programme was to train the participants to become effective trainers.
5. Peripatetic Training Programme on ‘Financial Rules’ – 03 days Peripatetic Training Programme on ‘Financial Rules’ was held on 20th & 21st December, 2022 at GIPARD. This training programme was held in two batches with a total strength of 36 participants. Group A & B Officers from 20 Government Departments and Higher Educational Institutions benefited from this training programme. The objective of this training programme was to enable the participants to describe various Provisions & Laws concerning financial matters.
6. In- Service Training Programme for GSIDC Staff – GIPARD conducted an In-Service Training Programme on Office Management including Office Procedure, Noting & Drafting and Record Management in 03 batches consisting of 86 Officers / Officials in total. The said training programme was held for a duration of 02 days i.e. 11th &12th November, 2022 (Batch -I), 18th & 19th November, 2022 (Batch – II) and 25th & 26th November, 2022 (Batch -III) at GIPARD. This training programme aimed at enhancing knowledge and skills on matters concerning Office Management which included Office Procedures, Noting & Drafting and Record Management.
7. DoPT, GoI sponsored training programme on ‘Reservation in Services’ – 2 Batches of DoPT, GoI sponsored Training Programme on ‘Reservation in Services’ was held from 23rd to 25th November, 2022 (for a duration of 03 days) at GIPARD. There were 25 participants in Batch 1 and 23 participants in Batch 2, which included Head Clerks, Accountants, UDCs & LDCs from 27 Government Departments who benefited from this training programme. A total of 48 participants benefitted from this training programme. The objective of this training programme was to develop a broad understanding of the Constitutional provisions and Government Instructions concerning Reservation in Services.
8. Mid-Career Interaction between Armed Forces and Civil Service Officers – GIPARD conducted a 03 days DoPT sponsored programme on ‘Mid-Career Interaction between Armed Forces and Civil Service Officers’ on the theme ‘Understanding Human Rights through a joint interaction between Armed Forces and Civil Service Officers’ from 19th to 21st October, 2022.The objective of this programme was to equip the Officers with desired knowledge, experience and skill sets necessary to enhance their performance in their assigned job profile and understand the ground reality of the various issues concerning Human Rights and identify a way forward.A total of 31 Officers (08 Army, 02 Navy, 02 Airforce, 09 IAS, 06 IPS, 02 IFS & 02 GSP) from all across the country participated in this programme.
9. Training Programme for Prison Warders (Batch – V) – Training Programme for Prison Warders (Batch – V) was held from 12th September to 18th October, 2022 at GIPARD. This training programme was attended by 18 Prison Warders for a duration of 30 days.The syllabus of this Training Programme consisted of topics in the areas of Prison Administration, Indian Constitution, Laws, Contemporary issues Personality Development etc. which were conducted through interactive sessions, practical, assignments, debates, discussions, site visits, etc.
10. Induction Training Programme for Newly Recruited Clerical Staff – Six days Induction Training Programme for the Newly Recruited Clerical Staff of 03 Government Departments i.e. Directorate of Fire & Emergency, Institute of Psychiatry & Human Behavior& Goa Dental College was held from 26th September to 1st October, 2022 at GIPARD. This training programme aimed at empowering the participants with knowledge and understanding of Office Procedures, Administrative Laws, Government Finance, etc. and enhance their typing skills and other soft skills. 19 participants benefited from this training programme.
11. DoPT Sponsored Training Programme on Awareness on Legal Issues – DoPT sponsored training programme on Awareness on Legal Issues was held from 21st to 23rd September, 2022 at GIPARD. 25 teachers from various Higher Secondaries in Goa benefited from this training programme. The objective of this training programme was to enhance the participants understanding and create awareness on key legislations related to Women, Children, Senior Citizens, Environment and other Citizen centric Issues.
12. DoPT Sponsored Training Programme on Rights of Senior Citizens & Persons with Disabilities – Three days DoPT sponsored Training Programme on Rights of Senior Citizens & Persons with Disabilities was held from 13th to 15th September, 2022 at GIPARD. 43 participants attended the said training programme which included Sarpanches from 8 Village Panchayats, College faculties handling NSS / NCC, Assistant Directors and other Staff from various concerned Government Departments benefited from this training programme. The objective of this training programme was to enhance the participants understanding on the Legal Provisions related to Senior Citizens & PWDs and assist the participants to comprehend the role & responsibility of Departments, Institutions, NGOs & Local Bodies towards the welfare of Senior Citizens & PWDs.
13. DoPT, GOI sponsored training programme on Cabinet Notes – 03 days DoPT, GOI sponsored training programme on ‘Cabinet Notes’ was held from 22nd to 24th August, 2022 at GIPARD. 11 group “A” Officers were deputed for training by the Department of Personnel along with 14 Officials from the Secretariat. The participants were trained to take utmost care while drafting Cabinet Notes and place the same before the Cabinet as the correctness of the decisions of the Cabinet are solely based on the Cabinet Note. Various classroom exercises with discussions on case studies enhanced the training experience. A total of 25 participants benefited from this training programme.
14. Peripatetic Training Programme on Ethics and Values in Governance – 02 days Peripatetic Training Programme on ‘Ethics & Values in Governance’ was held on 20th & 21st June, 2022 at GIPARD. This Training Programme was conducted by GIPARD in collaboration with Institute of Secretariate Training &Mangement (ISTM), New Delhi. 32 Group ‘A’ Officers from various Government Departments and Higher Education Institutions from the state of Goa benefited from this training programme. This Training Programme aimed firstly at enabling the participants to state the importance and benefits of Ethics and Values in effective governance, secondly, describe the integrated framework of Ethical Governance (Self- Stake holder Environment) and its implication for their role and thirdly, apply the framework of Ethics in all spheres of governance and public service.
15. Refresher training programme for Section Officers of Secretariat – A 6 days refresher training programme was held for 13 Section Officers from the Secretariat, Goa from 25th to 30th April, 2022 at GIPARD. This training programme aimed at enhancing knowledge on various Acts & Laws concerning Office Matters like CCS (Conduct) Rules 1964, CCS (CCA)Rules, 1965, The Right to Information Act, 2005, FRSR & Leave Rules, The General Financial Rules, 2017 along with other topics like Noting & Drafting, Records Management, Reservation in Services, Rosters, Pension Matters, Office Procedures, attitude &behavioral change etc.

Key Programmes and Activities
1. Departmental Training Programme for Junior Scale Officers of Goa Civil Services: The Departmental Training Programme for the Junior Scale Officers of Goa Civil Service (Promotees) was held from 27th June to 19th August, 2022
2. Two batches of Research Methodology courses of five days were conducted by GIPARD through the Sridora Caculo College of Commerce and Management Studies in the month of December 2022 and February 2023.
3. 30 days Basic Management Service Course for 02 Technical Officers of Administrative Reforms Department appointed by General Administration Department, Secretariat. This programme was held from 15 November to 15th December, 2022.
4. Training programme on Budget Management with a focus on Outcome Budget in Goa was held from 11th to 13th January, 2023 at Hotel Fern Kadamba, for Goa Civil Service Officers, on the request of the Department of Finance, Govt. of Goa. This programme was held in collaboration with National Institute of Public Finance & Policy (NIPFP), New Delhi.
5. Workshop on the Capacity Building and Transformational Development process of Institutional Reforms was organized by GIPARD on 19th May, 2022. The workshop was inaugurated by Sh. Punnet Kumar Goel, IAS, Chief Secretary, in the distinguished presence of Sh. Praveen Pardeshi, IAS, Member Administration, Capacity Building Commission and Sh. Hemang Jani, Secretary, Capacity Building Commission, Govt. of India, New Delhi. The workshop was attended by the Secretaries, Collectors and Heads of Departments. 50 Officers attended this workshop. Sh. Praveen Pardeshi, presented the best practices and institutional reforms initiated in different states which can be studied by Goa. The closing session was addressed by Dr. Pramod Sawant, Hon’ble Chief Minister, Government of Goa.
6. One day conference on the Right to Information Act 2005 was organised by The Goa State Information Commission (GSIC) in association with GIPARD organized in commemoration of the RTI Day for major Government Departments and Government owned Corporation /Autonomous Bodies on 12th October 2022, at The International Centre Goa, Dona Paula.
7. Mid-Career Interaction between Armed Forces and Civil Service Officers. GIPARD conducted a 03 days DoPT sponsored programme on ‘Mid-Career Interaction between Armed Forces and Civil Service Officers’ on the theme ‘Understanding Human Rights through a joint interaction between Armed Forces and Civil Service Officers’ from 19th to 21st October, 2022. The objective of this programme was to equip the Officers with desired knowledge, experience and skill sets necessary to enhance their performance in their assigned job profile and understand the ground reality of the various issues concerning Human Rights and identify a way forward. A total of 31 Officers (08 Army, 02 Navy, 02 Airforce, 09 IAS, 06 IPS, 02 IFS & 02 GSP) from all across the country participated in this programme.
8. Goa Chief Minister’s Fellowship Programme. GIPARD conducted 04 weeks long Induction Training Programme for 03 Fellows under the said scheme from 3rd January to 9th February, 2022 at this Institute and covered various topics and aspects of Public Administration, structure and functioning of the Government, Local Governance, Public Policy, etc. Further, the Fellows were attached to the Departments related to their thematic areas of Fellowship and submitted a progress report of the six weeks completed as Departmental attachment to the Mentor Officers assigned by the Head of Departments concerned and the same was assessed by the concerned Mentor Officer based on the performance of the Fellows in their concerned Departments and submitted the same to this Institute. This Institute arranged 06 one day review sessions during the Fellowship period wherein the Fellows presented the work undertaken for a period of six weeks to a panel consisting of Subject Experts, Mentor Officers and GIPARD team which evaluated the progress of the work done. The comments of the subject experts, progress reports along with the minutes of the review meetings were emailed to your Department periodically. A report of all the six review meetings is attached for your perusal. On completion of the fellowship period, the Fellows submitted a detailed report to this Institute and the same was evaluated by a team of evaluators at GIPARD.
9. Project POSH – A comprehensive Training Programme on the Law relating to Prevention of Sexual Harassment of women at workplace was held by GIPARD through the V.M Salgaoncar College of Law
Other Projects and Activities
Social Impact Assessment under the Goa Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Rules, 2019 conducted Social Impact Assessment for theMOPA project.
Transparency Audits under the Right to Information Act 2005 have been conducted by GIPARD for 23 Departments in the State.
Departmental Examination for the Junior Scale Officers of Goa Civil Services and Mamlatdars / Jt Mamlatdars / ADCs and were conducted by GIPARD.
Inter collegiate Essay Writing Competition on Right to Information Act was held on 30th May, 2022. State Information Commission and GIPARD had organized the essay writing competition in the month of March, 2022. A Total of 35 students from the colleges in North Goa and South Goa had participated.
